On September, 28th 2006 the president of the Kyrgyz Republic has sounded his basic (if his) positions in his message on the theme of further development of Kyrgyzstan till 2020. Various forces on a miscellaneous have apprehended this message. Some people, who have accustomed always support the message of state authorities, not having understood that at all, began supporting that. There were those, who showed the skeptical reaction. And I am one of them.

Having read President’s message, I have understood, that there does not contain any innovative methods of development of the country, there is no even the national idea, which could rally the people of Kyrgyzstan, as for example it was in Japanese, Turkey many years ago, including Georgia, Ukraine and even Kazakhstan.

In the message of the Kyrgyz President, our strategic purpose should be preservation and development of Kyrgyz people, its’ state, culture and language. Absolutely not clear not measurable goal which particularly explains nothing. If Kazakhstan, on behalf of N.Nazarbaev by 2030 aspires to enter into 50 most competitive countries of the world, Kyrgyzstan by 2020 is going to live for one level with many European countries, having declared, that the average level of maintenance for one civic will make average world. It means that the average living wage of the typical citizen of Kyrgyzstan by 2020 will be nearby with 3-4 thousand US dollars. If on strategy of development of the country (Kyrgyzstan) in 2010 living average level of Kyrgyzstanis will make 100 dollars, what is for 30 dollars more than in present time, so for 10 next years (until 2020), it’s size should be raised exactly for 30. Is it real, is achievable? I think and assured, that NO!

He has appointed as the first priority of the very short step the creation of powerful sources of economic movement. These are largest investment projects. However, in my opinion, achievement of this purpose is far from a “earth” planet, when there is no mechanisms for its realization provided. There have no chances to achieve this goal with such taxes, corruption and the lack of economic liberty as we have.

In the message the Head of the state marks, that “unfortunately, many achievements of the last fifteen years are full of lacks and losses. Last years it became especially obvious. Usurpation of authority by one person, one family and their environment which put the mercenary purposes above destiny of people and the country, has led, finally, to March events of 2005″. I am afraid, that the following after Bakiev President of the Kyrgyz Republic will repeat this his speech, if Bakiev will not do any successful reforms.
